Press-Release on abandoning KazSat-2R

Nowadays, the space communication system “KazSat” is successfully functioning in Republic of Kazakhstan. Satellites work in favor of state and commercial users on the territory of the Republic and abroad.

"National operator of satellite systems" JSC "RCSC" operates two communication satellites "KazSat-2" and “KazSat-3”. We have over 16 years of experience in creating and operating satellite communication and broadcasting systems. A wide range of services provide for the organization of TV and radio broadcasting, DTH services, broadband Internet access, data transmission, video conferencing, creation of VSAT networks, organization of governmental and corporate communication networks.

Satellites are operates through the “Akkol” and “Kokterek” space communication centers.

Over the years of the space industry organization the necessary ground infrastructure created, a competent engineering and personnel structure formed. All conditions have been laid for the further improvement of space systems.

The main tasks of the KazSat-2R project were:
• the planned replacement of the KazSat-2 satellite;
• the protection of the orbital-frequency resource of Kazakhstan;
• the use of the Spacecraft Assembly and Testing Complex in Nur-Sultan city.

However, points the received proposals from potential partners for the implementation of this project did not correspond to the objectives of the project and the interests of the Kazakhstan. In this regard, the Ministry of Digital Development, Innovation and Aerospace Industry decided to terminate the “KazSat-2R” project in favor of innovative solutions, including satellites groups related to new generation.

Refusal from this project will not negatively affect the plans for the development of the domestic communication system. All strategic tasks of the space communications system will be fulfilled. The operating group "KazSat" will fully meet the existing demand. After the expiration of the satellite “KazSat” active life (approximately 2024-2025), the networks of state bodies and security services will be transferred to "KazSat-3".

Thus, the “KazSat-3” satellite, the capacity of which is sufficient for these purposes, will fulfill the strategic tasks, including digital TV and radio broadcasting, to ensure the country’s defense. In the future, the planned replacement of the “KazSat-3” satellite will be carried out (approximately in 2029), taking into account all the trends and development of technologies at that time.

Satellite communications consider like the most technologically complicated telecommunication sector. The market of satellite resources and services characterized by extremely high competition and is going through a difficult period of transformation.

Following international trends in the development of information technology, the needs of operators and end users are growing. Modern interactive solutions require an increase in the traffic capacity of communication channels, which has a significant impact on requests for signal quality and the introduction of new services.

At the same time, we believe that we should not remain apart from the opportunities that new satellite technologies provide. Corresponding work is being carried out with foreign partners, including on technology transfer. Due to the signed conditions on non-disclosure of the details of the negotiations, on the results and decisions, it is premature to speak.

In modern realities, the launch of classical geostationary satellites requires the formation of an optimal financial model in conjunction with the manufacturability of the spacecraft. Activity on the creation of an additional geostationary satellite continues, but with taken into account a new approach.

In this regard, we consider focus our efforts on next generation space communication technologies, including new generation systems as non-geostationary broadband satellite communication systems, on developing alternative solutions in terms of replacing the “KazSat-3R” spacecraft.

In addition, along with geostationary satellite communication systems, a new type of satellite communication systems currently is in the process of commercial operation or commissioning. These are global high-speed low-latency non-geostationary satellite systems (non-GSO systems).

Near-Earth and medium-orbit satellite systems are capable of providing ubiquitous, high-speed, low-latency Internet access. The whole world observes the active phase of testing new generation satellites.

One of the key activities of our company is to establish cooperation with providers of non-GSO systems and the use of these systems in the interests of the Republic of Kazakhstan. Successful cooperation will provide rural settlements, industrial enterprises, and business communities of Kazakhstan, which are not, covered by the ground information and communication infrastructure, with broadband Internet access comparable in characteristics to terrestrial communication channels. Now, JSC "RCSC" is working on interaction with providers of non-GSO systems to deploy communication channels in Kazakhstan, build the necessary ground infrastructure, manufacture components and conduct assembly and testing at the facilities of the Assembly and Testing Complex for Spacecraft (ATCS) in Nur –Sultan city.

In conclusion, we can summarize that the decision to cancel the “KazSat-2R” project is balanced. The decision corresponds to the prevailing realities in the global space industry. “RCSC” JSC has enough resources to ensure uninterrupted provision of consumers' needs, including on the “KazSat-3” satellite.

We are confident that in the near future we will become not only witnesses of breakthrough projects in the field of space communications, but also their full-fledged participants.
